Monitor settings help

After a clean install of Windows XP I have been experiencing strange website page loading and reloading effects, and the same effects when scrolling with a mouse. I think it is associated with either the video card or the monitor settings. However, since I went from using IE6 to IE7 with the clean install I thought at first it might be IE7 needing more video juice for Internet use.

I uninstalled all my ATI software and downloaded new drivers, but the driver numbers showed the same as what I was already using. However, I felt it never hurts to reinstall the drivers...just in case, because I just did a clean Windows XP install and the drivers could have gotten messed up.

The video/sound card is an ATI All-in-Wonder 8500DV that is being used with a LG W2453V 24" monitor sized at 1980x1080. The motherboard is an ABIT AT7-MAX2 (VIA KT400-8235), AMD Athlon XP, 2083 MHz (12.5 x 167) 2600+ with 1.5GB RAM.

I didn't have the strange website page loading and scrolling effects prior to the clean install, so I was thinking since I went from IE6 to IE7 that maybe IE7 somehow might be the culprit, possibly requiring more video demands. However, I think the problem may be with the settings for my monitor. I've been trying to fine-tune the best settings (2x vs. 4x and 16bpp vs. 32 bpp).

It appears whenever I use 32 bpp on this size monitor I get the gliding, sheeting, pull-down-the-shade effects (like a smooth or gradual cascading) when certain websites load or reload, or when I scroll the webpage with the mouse. It seems 32 bpp is slightly over-the-top.

I'm still not sure whether I should use 4x with 16bpp, or 2x with 32 bpp...or something else. I need to read up on the subject so I understand it better. Maybe someone that understands video can advise me what is best. If so, I would appreciate it.

    Thanks.
