Try booting in safe mode. I think maybe the video settings are out of sync with the CRT. If it boots to a desktop in safe mode, write down the type of video driver that's installed (right click My Computer > Properties > Hardware tab > Device Manager > Display Adapters) then right click on the display adapter in the Device Manager and uninstall it. Making changes to the video settings in safe mode will make no difference when you try to boot in normal mode, that's why we want to uninstall it instead of trying to change the settings. Anyway, uninstall the display adapter, reboot the PC in normal mode, and you should be able to re-install the video driver. The reason you wrote it down was so you'd know which driver you need to download if Windows doesn't automatically install the driver for you.

Does this PC have both on board video and a video card? If so, I've seen this problem before. The PC is getting confused. When Windows is loading, everything is fine, but when it comes time to a load a video driver, it doesn't know if the video should be output through the on board video, or through the video card so it does neither, and just leaves you hanging with a blank screen. Shut down, unplug the power cord from the PC, open the case and remove the video card. Plug the CRT into the on board video and power up. It should boot into Windows OK. The colors might look messed up if a driver isn't loaded so don't think that something is wrong. Go into the device manager, right click on the display adapter that's listed, and select Disable; do not select Uninstall. If it's uninstalled Windows will just try to re-install it later. Disable it to prevent Windows from even messing with it at all. Shut down, unplug the power cord from the PC again, and install the video card, plug the monitor into the video card, plug the power cord back in, and power up. Windows should load up and if the video driver hasn't been installed, you'll be prompted to install it.

BTW- what version of Windows are you using? Windows XP?
