Mouse keeps scrolling up?? OMG

omg seriously this is raging me!!!!!!!!

its been like this forever, whenever I type something on Youtube or any forum website such as here, it will continuously scroll up to the top if I pass the very bottom !!!

I don't know if this is Malware but this piss me off!!!!!!!!
I also keep hearing Internet Explorer reloading sound (tick tick) whenever I am surfing even though the page is already opened, makes me ANXIOUS like it's going to reload the page.

I am using Window XP in old laptop.
