MSN Captions Language Interface Pack (Clip)

I'd really like to know just how to download/install this program.
No problem getting to Download, but after about two inches of the horizontal bar and hour glass still in evidence, action stops/screen frozen/only exit via Ctrl/Alt/Delete.

No changes in the screen/no error message/no instructions "Add-In: Code Cultures" needed/ nothing.

Retried several times and waited over 20 minutes from where downloading apparently stopped. Tried Instructions, which said to click on Netscape 2 as best I recall.

Result a screenful in French and no way to switch to English.

As usual, MSN Customer Support provides no (useful) support, but lots of canned/boilerplate referrals, one worse than the other.

I'm on Dell Inspiron E1505/Vista HP/IE7/1Meg Ram.
