msoe.dll won't load

    I have a win98se withIE5.5 loaded, although only IE5 is listed in report on 'puter. When I try to load OE, I'm told that msoe.dll won't load. It's listed in the Find.
    I went to MS and followed their instructions until I came to part about uninstalling OE. All I am finding in Add/Remove is a Q update for OE.
    Any ideas? Thanks.

    Did as you suggested---got same error message when I tried to start OE.
