My desktop picture will not display

Yesterday morning I came in and my desktop was bright red with the Nuke symbol in the center. I determined what the File was and deleted it. I then updated all my antispy, adware & Norton antivirus, turned off system restore and restarted in safe mode and ran all spyware, antivirus and adware programs and the programs found a number of spywares and I cleaned them. Norton found nothing, AdAware found nothing. Spy-Bot kept inding
"smitfraud-c" .
I went back into windows and my desktop screen is white, my icons are there and all work, I go to display properties and no mater what desktop I chose, nothing will display but the white screen. HELP????
I cannot however right click on the desktop and get to display properties I must go through control panel to get to it. I click on properties and it shows this a my desktop file is a General tab
://C:\WINDOWS\privacy_danger\index.htm.
