My mouse Vanishes Top Left corner of screen

K Ok so this is really messed up. When i right click or bring anything that has slight transparency everything on my computer lags insanely, only while i have a directx app open.

Now When i move my mouse exactly pixel for pixel as far left bottom corner as i can its fine. If i move it up to exactly half way up my screen and move left 1 pixel IT VANISHES... now anywhere above the 50% mark of my scree to top of my screen my mouse can "VANISH" off the screen... If i click then it changes to whatever is there (unfocus's whatever is focused to whatever is in that nonvisable patch of screen). If i press alt then it imediatly goes to my start menu. Id say based off how far my mouse seems to go its about 250-300 pixels off my screen and if i move down from there then it stops where the screens 50% mark is (i know this cause if i move down right then my mouse pops out in the middle of my screen)

IF anyone has any CLUE what might cause this please let me know. As ive been trying to figure it out for a while. Its been doing this since i did my clean install.

Il Upload My dxdiag as it might be a hardware thing but I highly doubt it.

PS:The mouse dissapears the instant the very left top corner pixel goes 1 pixel off the screen. (so it litterally vanishes 1 pixel its there the next the whole things gone.)
