Need a new Scanner

I need to scan a bunch of old "dead" files at my Dads office. He needs to be able to have them scanned and saved in a PDF format. Actually he just needs to be able to read, search and possibly edit for single words or phrases, so that takes scanning to .jpg or any image format out of the question. He's not looking to spend more than 1000 but up to 1200 max. I need to be able to do more than 20 pages per minute. we have a copy machine that can scan to .pdf but it only does about 3 pages per minute. There is probably over 100,000 pages i need to scan. Any suggestions of a good scanner would be greatly appreciated.

 

That is some serious scanning! My scanner knowledge it more on photo quality, not speed, so I am sure someone will have some ideas for you.
