Need an obnoxious, flashing notification at top of screen for IM and email

I have a few users who never notice the IM's flashing on their taskbar or the incoming email symbol. Their previous solution was to add another monitor and slide IM and email over there. Now we need the second monitor for other tasks and adding a third is not an option.

Is there something available that will flash an obnoxious notification in the middle or somewhere else on the screen to notify of IM's (mostly AIM) and emails (Outlook)? Searching didn't give me anything even close.

There is also POP Peeper with plugins for notifications.
