Need help,Command prompt only (problem)

Ok I was trying to help a friend with her pc and I have made things worse the problem started with no address bar and evrything blanked out on right side of of the toll bar no clock antivirus firewall ect just a blank where everything should be run sand disk and defrag in safe mode she then was able to use her pc for about a day but I think she was running in safe mode but didn't realize it anyways it got to a point where the pc would make you run surface scan and had found some bad clusters mostly at about the 94% it took 3 days and of baby sitting and waiting fot the pc to allow u to fix the problem which never was completed I tried to go around the process and things got really bad! was able to run standard scan disc and found no errors so than tried defrag and it said I had to run scan disc but use thorough and to fix all errors I did tha and right at the end of the scan the mouse died it a compac wireless ketboard and mouse I changed the baterries but was unable to set ID channel evrerything was frozze up tried using the keybord to close everything but with no sucess so I turn offf the pc and restarted it and tried to go back into safe mode and it want let me It came up with all the options of safe mode but intsructed me to use Command Prompt Only

these files missing or corrupt HIMEM;DBLBUFF;IFSHLP when I tried to run scanreg Sector not found reading drive c abort,retry fail to get to c prompt in dos you have to type sca realfast don't know much about dos any ways tried
getting a bootdisk from bootdisk.com it didnt work I put the disk in turn on the computer and it just went staright to where you have to choose where to go
safe mode command propmt ect. this is a 98 windows pc with a 4 gig hd just upgraded to 128 ram if you need in more info let me know

 

Go into the BIOS and make sure your boot order is A: only or A: then C: to boot from floppy.

Then at the command prompt enter:

C:\WINDOWS\COMMAND\Scanreg.exe

after that finishes, at the command prompt enter:

C:\WINDOWS\COMMAND\Scandisk.exe

 

hey shadow my friend hasn' been home last couple of days hopefully she will be back tomorrow please stay posted to this thread Im sure Ill be back or I will it least let you know if what you suggested works
