Need Help on Windows ME very badly

I've never been here before but I've heard good things and thought maybe you could help.

Ok my computer is pretty messed up. Every time i restart, I get an explorer message that pops up which reads "Explorer has caused an error in UYBUI.DLL. Explorer will now close." If I click close, it just shuts down explorer and leaves my computer blank I guess. I can still perform some operations on my computer if I don't click the close box. I have tried a system restore and it is not even working. If anyone can tell me how to get rid of this, or what this is, or even how to get my restore to work, that would be excellent. Thanks.
