Need help removing smithfraud-c virus

It appears to have completely diabled me as a user (programs folder, virus scan, task manager, etc. It also removed quite a bit of programs from my desktop and added a few of it's own. I am checking in with my wife's user setup. Please help!

Please follow the instructions in the below link and attach the requested logs when you finish these instructions. If something does not run, write down the info to explain to us later but keep on going. Do not assume that because one step does not work that they all will not.

For some reason I cannot open the link. I tried it on my laptop also same result. Can you assist?

Okay, got the steps to come up but I have a few issues. I can't run in any mode except safe. When I try to run in normal mode it just loops and reboots itself. Also when I tried to run and install ccleaner I was told that the "system administrator has set policies to prevent this installation". I really appreciate your help.1

I quote from the instructions that Shadow_Puter_Dude gave you

Therefore just continue on in safe boot mode if that is the only way you can run.
