Need Help Retaining Original NTFS File Owner

Anyone know how I can retain the original owner for a NTFS file?
We are using a Win 2003 Server and users share a common folder to share temporary files. Since users never do maintenance on them so it is left to the admnistrators. But, it seems that some of these files get the original owner field replaced with the servers Local Administrator account and I would like to know how I can ensure the original owner never gets updated.

To change ownership of a folder, please do the following:

1. Right click the root of the directory
2. Select 'Properties'
3. Select the 'Security' tab
4. Press the 'Advanced' button
5. Select the 'Owner' tab
6. Select the user you would like to have ownership
7. Check the 'Replace owner on subcontainers and objects' checkbox
8. Click 'Apply'

This will make the user of your choice the owner of the folder and everything it contains. Now, to prevent a user from changing ownership, please do the following:

1. Perform steps 1-4 above
2. Select the 'Permissions' tab
3. For each user/group, press the 'Add' button
4. Enter the user/group name.
5. Scroll to the bottom, and check the box next to 'Take Ownership' and under 'Deny'
6. Apply your settings

This sets a deny rule for the Take Ownership permission for the users you specify. They won't be taking ownership of them again!

Our file security settiings are pure vanilla with only minor changes from default settings.
