Need Help

I couldn't get the file to save to the C so I downloaded it and moved it to the C manually. So I figured maybe that was the issue so I tried again to save it to the C and it said I didn't have permissions. I changed the permissions to the C and tried again but still no luck, so since you said it can run from the desktop I downloaded it and tried to run it from there but getting an error now that windows cannot access the specified file and that I don't have the permission. I didn't get that before so now I'm confused.

Keep going with the READ & RUN ME FIRST. It tells you to do the below:

Do not repeat the steps if you face any problems. If something does not run, write down the problem to explain to us later but keep on going. Do not assume that because one step does not work that they all will not. Exception: If you are confused about any instructions stop and ask. Do not keep on going.

But also make sure that you have followed instructions properly. Like disabling UAC and using Run As Administrator.
