Need Some Help With Investigating This

I regularly screen my Grandmother's calls because so many scams come through. This one is throwing me for a loop a bit though.

1. They say they are calling from the FTC.
2. They claim it is about some contest winnings. *Alarm Bells*
3. The number originates in the right area code (202), but wrong exchange 629-

From what I can see, FTC numbers come from a 323 exchange. Anyway, here is the full number:

I only ask because I hung up on the idiot after I demanded he tell me what the call regarded and heard "contest winnings". He called back and left a message for my grandmother to return his call. Usually I am pretty good about making these guys lose composure and they call back insulting my ancestry. Not this one.

 

Intellus says that know all about it and will tell you for 99 cents...

Clever, but they also are in the wrong area code of DC to be the real FTC. They get smarter every time.
