This will work as long as access to the web is restricted to IE only: http://www.ehow.com/how_2033263_password-protect-internet.html

Please note though that from my limited experiments having the settings on "none" for all categories will probably block all web pages, and the filter will block pages that do not have a "rating", like go.microsoft.com

    Hi

What Windows version is being used? asking as collinsl mentioned above that web access would only need to be restricted to IE, and if he can download applications then he can install Fx, Opera, Chrome etc so gets around that block in IE, possible option if its available for that Windows version is Parental Controls, can limit internet usage, application usage etc (Vista and Win7), will need his account not to be an Admin one but Standard User and the Admin account passworded.

    Another thought is SteadyState

    Hi

Going to be tough to nail him down in the internet, would look into SteadyState as parental controls on XP are none existant, pity its not Vista/Win7 as it works good.

Whats your routers make and model as some do have parental type controls to them, where you can specify a time that a user gets access to the net, after that its normally a commercial application to curb a user.

i was kinda figuring it would end up being comercial which was what i was afraid of. now with the router thing would that effect all computers?

and is there a way to make it so you need a password to acess network connections to connect and disconnect it?

the only other solution would be to pull the wire but he would just go steal another hes that kinda brat

Would a brute force, low tech solution be of help? The plug of any power cord, including those of computers, has small holes in the prongs. For five dollars it is possible to purchase a very small, but tough, brass padlock that is a perfect fit through one of these holes. I use such to completely disable the video game console when I need to seriously get the attention of my sons. ;)

    Hi

Depends on the router and if it has options to set for specific PCs on the network, possible if it can manage but would have to have a router with this capability built in, not all do.

Spent some time today looking for free parental controls and possibly a bandwidth shaper that could limit the amount of time a user has on the internet, couldnt find anything free as yet, so a paid solution is likely on the cards.

You can get small padlocks at nearly any dollar store. Just make sure he doesn't have access to any wire cutters to cut up the padlock with...

Make sure the router has an unknown password (and get used to changing it often). Mine has a setup page with MAC filtering. Input the MAC address of your brothers computer in the blacklist section and his computer will not be able to receive an IP from the router so nothing from the internet will load.
When your parents allow him on, use the password to get into the router page and remove the MAC address from the blacklist.

It says something like, "do not allow the computers with the following MAC" address.
