Network Connection not working for adapters that return from China

Hi All,
I got a weird one here. Everytime a user returns from China the internet connection for Wireless, Wired or both does not work. The only way I figured out to fix it was to remove the Hardware card from Device Manager. However I now have a computer that refuses to give up an IP address regardless of what I do to it.

Here is the IP address that is there even when I do IPCONFIG / release all
ipconfig /renew all

Its there even if I assign static IP address to the netowrk connection in Network Connection properties tab.

IP Address: fe80::290::4bff:fe19:5a60%9

I have never seen this impossible IP address. Have you?

 

thats an ipv6 address. do you have ipv4 disabled or something?

 

Looks like an IPv6 address.
Have you tried uninstalling/reinstalling IPv6? http://support.microsoft.com/kb/555577
