Network/Hax help

Read all b4 being like wtf why is this in network...

Need a program that i can install that will let me put text in and a window will pop up and whatever i put in for the text, the window will state.. I think I saw somthing like this called lunchbreak.exe but i was never really able to find it again.

Or somthing I can use to mess with my network where i can shut down certian ports, my brother is using bitorent and raping my bandwidth and i can't do anything to stop it. The messagebox would be useful because I could put somthing like ur IP has been recorded and then put the home address and scare the shit out of him so he'll stop. I donno. But I need something.

what OS you using? if its 9x it doesnt have netsend unfortunatley.

You could always play with ARP tables but that generally entails cutting the computer off entirley. Well... would teach him a lesson
