Network or ISP???

I'm sorry if this is not an appropriate question but I'm goin' nuts and don't know where to turn...:confused

As of the last several days I am having troubles logging onto to several forums. I keep getting this notice...

FYI: I did deselect "Predict network actions to improve page load performance." and "Use a proxy server for your LAN" was never selected in the first place.
