Is there a program that can network two or more computers together through a normal internet connection? Basically like the dial-up networking windows had back in Win95&98, but going about all this through a dsl or cable internet connection instead of having it connect through the modem and phone line.

based on my knowledge yes but it would involve servers, windows server 2003 supports such vpn endpoint connections.

However installing a cyberguard firewall/vpn device at each endpoint of the locations is the easiest way to have a network through highspeed connections.

heres a link to their homepage of products
