    Hi

What Windows version and Service Pack you using and if a current Windows version XP an above are you current with updates?

I would as you have re-installed windows, install the latest chipset driver for your motherboard or pc and then check for network driver update's, but only install from maker if your PC is a OEM like DELL, HP etc if an own build then you can find drivers at motherboard maker or OEM lie Realtek,

So what model HP laptop do you have?

With utorrent you may find your ISP is throttling it, as they deem it likely illegal traffic.
