I have a PC that connects to the network at the offive using PPTP VPN connection.

I boot my PC, it connects to my internet connection at home via my router. I launch the VPN connection and log in. I then open Remote Desktop Connection and type in the IP address of the Terminal Server at the office and nothing happens.

If I am in the office with my PC I can connect to Terminal Services without issue, I can also connect to the VPN without issue.

When I am at home, if I fire up my laptop, establish the VPN connection and then do the RDC thing everything works fine.

What could be stopping my desktop PC from connecting when my laptop can connect without issue?

My first thought is some kind of IP conflict but other than that I'm perplexed.

I would doubt that it is an IP address conflict because the VPN device is probably configured to issue an IP address that is valid on the network.

So, when you say you logon, are you logging in to a RADIUS type server and/or a domain server? Are you using the same ID when logging in with a machine that works and one that doesn't? Is the laptop that works, a company laptop? Start with a ping to insure you can actually get to the target server.
