(New build) Screen flicker in BIOS

I have brought a collection of components to make my first computer but i don’t have my Win7 OS yet which is due in a week’s time. So I made the computer up to make sure all the components work and I think I may have a problem with my graphics card “HIS ATI Radeon HD 5770 1024mb GDDR5”.

When I first boot up the computer all seems to be good, I looked in the BIOS to check the health and all the parts seems to be recognised, but after leaving the computer on for about 5-10 minutes while in BIOS the screen starts to slightly flicker. I restarted and the slight flicker is still there throughout the POST sequence and bios. After another 5 minutes the flicking gets really bad and the POST sequence and BIOS becomes almost unreadable. Strangely the flicker stops when i move around a lot in the BIOS but as soon as i stop moving around the flicker returns until i move again.

I don’t know if I’m just over reacting but is this a sign of a dying graphics card or is it the drivers just need updating? One thing’s for certain, it’s not my monitor because I’ve tested it on other computers with no issues. Is there ways of testing if the graphics card has a driver issue or a hardware issue before I get my OS?

The set up for the PC is as follows:

-Intel Core 2 Quad Q8300 LGA775 @ 2.5GHz
-HIS ATI Radeon HD 5770 1024MB GDDR5
-BeQuiet pure power L7 530W (power supply)
-Gigabyte G41M Combo 775 motherboard
-2 x Corsair 2 GB DDR3 memory
-500GB SATA-II HDD
-an old IDE CD-RW from my other pc

Please tell me I’m just an overreacting fool and this is a driver not an hardware issue.

Yes I could ask the retailer I brought it from but they have a habit of asking for the products back for testing and charge customers if no hardware issues were found.
