New Build won't shut down, and boot loops.

    Just built a new system, and it won't shut down, either from within windows, or with the power button.
    When using shut down in windows, windows seems to close, but the power light, fans etc. stay on.
    If I try to re-start after shut down, without actually turning off and back on the power supply, it goes into boot looping.
    If it is in-active long enough to sleep, it does the same thing, and has to be turned off and back on from the PSU.

    System is:
    Gigabyte Z68X-UD3H-B3
    Intel 2125
    4GB Crucial Ballistic 1600 c8
    Corsair CX430 V2
    Windows 7 64bit

    Forgot to mention that sometimes when it does this, and I have to power it off with the PSU switch, it says that the bios has been reverted because the system failed to shut down properly. Possibly due to OCing etc. It has done this, even when the system bios has been loaded with safe defaults.
