I have an optical mouse that is going out. It will work for a while then go out. Most of the time I can unplug the usb and replug and it will work, but sometimes, I have to turn the computer off and back on for it to start working. I have to tried to plug a new usb optical mouse in. The found new hardware wizard comes up search for software, but finds none. I have looked at the manufactures website and there is no software for this plug and play mouse. I have tried plugging it into different usb ports. Any suggestions are appreciated.

Mice should not need software. If the new mouse doesn't work, return it and get a different brand. I find Logitech and Microsoft work well. Some of the lesser brands aren't worth the hassle to get the mouse to work well all the time.
