    Motherboard is an Asus X79-Deluxe.
CPU is an Intel i7 3.6 Ghz 10MB Cache LGA 2011
    Kingston memory 32Gig.

The only thing connected to the board is memory and CPU, powers up for 3 seconds and then stops PSU fan runs then stops, Does the same if VGA card and HDD is installed, the CPU LED flashes, I have reseated the CPU to no avail, hit the reset buttons but no joy, this has me stumped, can you guys help.

    So it never worked?

Note most motherboards require at least two power connections from the PSU, some times three. Did you follow your motherboard manual for connecting power?

Also, are you 200% sure you did not install any extra standoffs under the board?

I sure hope you properly mounted and connected the CPU cooler too. It would be unwise to power up without it. If no CPU fan, most motherboards automatically, and immediately shut down - hopefully in time to prevent CPU damage.

That's too bad. While it is certainly possible you got a bad CPU from the factory, understand that is very rare because every CPU is speed tested at the factory before labeled, packaged and shipped out.

Studies of returned CPUs have shown the vast majority were destroyed through mishandling and improper mounting - and very often microscopic inspection revealed the cause to be ESD (electro-static discharge) destruction - a static electricity arc that ripped through several rows of gates on the die. This is the result of the user failing to use proper ESD control procedures.

So it is essential you eliminate any static in your body, and prevent the re-accumulation (charging) of static by using a "good" anti-static wrist-strap or at least ensure you touch bare metal of the "isolated" case interior BEFORE reaching in or touching any sensitive devices (CPUs, RAM, motherboards, expansion cards) to discharge any static in your body and FREQUENTLY thereafter to prevent any destructive buildup.

Remember, a discharge (static shock, arc or spark) well below the threshold of human awareness is way more than enough to destroy these sensitive devices. That is, you can totally destroy a CPU with ESD without ever knowing (never seeing, feeling or hearing) a discharge occurred. And you can easily build up destructive potentials (voltage) just by squirming in your clothes. Grounding yourself to the "isolated" case interior puts you and the case "at the same potential" and establishes a "common floating ground". Voltage can not jump (arc) unless there is a difference in potential.

"Isolated", means NOT plugged into the wall.

I always use a wrist strap and wear rubber gloves as well, so I don't know what happened to it, I learned about static electric a long time ago, I have requested a RMA on it as it's only 3 weeks old.

Rubber gloves? There are gloves made specifically for anti-static use, but many rubber (I assume you mean latex rubber) are not anti-static. So make sure yours are. That said, the wrist strap "should" have negated any issues.

Well, typically if electronics are going to fail, it is normally when brand new, or very old. Hopefully the new one will not give you any problems. And this will give you time to review the manual for installation procedures and cautions, and to verify case standoffs, etc.

    Keep us posted.
