If you tell us what the issue is, we can direct you to the proper forum.

    Thank you,
the laptop seems to be on a loop of Hp logo appearing as it would when booting up, it stays like this for roughly 30 seconds then goes off and repeats this over and over.
I have tried resetting back to factory settings to recover the system but it brings an error message saying it is unable to complete this, and also tried creating a usb recovery drive and it goes through the whole process the get the message saying it cant as there is a file/files missing.

This could be hardware, or, software.
I suggest you post in Hardware, and see how it goes.
Reasons can be many-My first thought- faulty hard drive, then failed update, (especially the new W10 v 1803), and other possibilities
    Before going there, try this.
    Unplug , shut down.
    Remove battery
Press, and hold on start button for about 20 seconds.
Plug in charger only- no battery-press start button, and wait- give it a little time, and don't touch anything.-Sometimes this will solve various problems.
Then ,if no luck , post in Hardware- Something like 'Hp laptop boot loop'

Over the years I have seen hard drives with problems, when 'missing dll's' kept coming up in this situation.
If you have a Windows 10 disc/usb then you could try to get into command prompt, and run CHKDSK /F
This could fix the odd error in the hard drive, and you may get back into Windows, if that is the problem.
What we need is your actual specification-If you have less than a 40 gb hard drive, it could be an/the update that is causing it.
So- Full laptop name/version, so that we can see what we can do to help.
