No battery alarm sound

Yesterday, I saw this blinking light on my computer and found my battery was down to 9%. But no alarm went off so I could have easily been unaware of this if I had not been in the room where the computer was.

Is there a simple way to turn on the battery alarm sound?

Thanks. I think the second procedure will solve the problem as it seems I had the sound turned off. I'll have to see what happens when the battery gets low.
