No Beep Codes, No Video, Faulty Mobo?

    First of all, keep in mind that after about a month of owning the board, the PCI slots went out. Alright... so here's what happened. I started the computer up, was logging into windows, and then the good old BSoD. When i tried rebooting, the fans kicked on high (they always do this until the POST is done and the first beep sounds)... but there were no beep codes, and no video. I tried resetting the BIOS (removed the battery, switched jumper near battery over to the other jumpers... waited for a little while, and then put the jumper back, powered back on). I still get nothing. So I tried reseating the vid card and even swapping a different one. (They are both ATI vid cards... when i power them on with 6-pin power connector inserted, the red lights remain on constantly and never turn green). After determining that it wasn't the vid card, I then swapped the motherboard over to my other rig (to test psu). Still no boot. So what I am wondering is this: does this sound more like a motherboard, cpu, or RAM problem? Would there still be video if there was no RAM? The CPU seemed to be running just fine before, but I just placed an order for a new mobo from Newegg and I want to make sure I made the right choice in doing so. Thanks!

    reseat the RAM and the CPU see if that helps, if not, i'd go ahead and assume the mobo is fried.
