Are you running any type of anti-virus software?

If you have not reset your IE browser:

Start>Control Panel>Network and Internet>Internet Options>Advanced Tab and click on "Reset..."

I'll guess you have gone to Device Manager, and re-installed the Wi-Fi card. Am I correct that the driver for the card is up to date?

Do you have a Dell utility connecting via WiFi, or are you using Windows Wireless Zero?

Are you using a Dell connection utility, or Windows to connect via WiFi?

Here is a summery of the problem just in case

I am connected to a public WiFi
    I have 2 laptops
one with WinXp pro and is connecting just fine
The other with Win7 and IE is not connecting, all my other programs connecting like email, skype, and Team viewer, I tried chrome still no go
If i use my iphone's hotspot via USB then browsing is not a problem.

    thanks...mike

If i use my iphone's hotspot via USB then browsing is not a problem.

Since I know nothing about browsing using any kind of phone connected to a computer, I'm bowing out.

Do you have a firewall on your router?

Router? I am connected to public wireless network.

Just because it's public, doesn't mean there's no firewall. Any rate, does anyone else who surfs where you do encounter the same issue?

The phone, and the wireless are two different networks. One is cellular (3G?), and the other is the establishment's ISP. Whatever is blocking you from connecting, it sounds like the problem is the WiFi network router wherever that public network is.
