Not sure if this is a software or hardware problm but...

    Alright, I have this problem where every active window on my computer wants to randomly scroll wherever it wants, it will do if for a while and then stop. Sometimes it will lock the window at the bottom, sometimes the top, like for example on this page in Firefox or internet explorer (like I said it does this for any active window!) it will scroll to the bottom and not let me move, and if I minimize the window my internal speaker will beep a couple times, and the same for when I maximize it again from the minimized position. It started doing this after a power outage, I have a surge protector, but I don't think anything was spiked, it was just a power outage because it was raining hard. Like its kinda hard to explain because its the damnedest thing iv ever seen, and I have never seen anything like this in my life, and I have worked with computers my whole life.

    So is this a software problem or a hardware problem you think?? If its software I can just reinstall Microsoft Windows XP Pro no problem, or flash BIOS. but it its hardware... What do you guys think is causing this??

    Are you using a mouse that has scroll software? For example, on some of my logitech mice, if i press the middle button it will start to scroll in the direction I move my mouse; the faster I move, the faster the scroll and the slower I move, the slower the scroll.

    Also when this happens, open device manager and see what processes are running. By elimination, we may be able to figure out what is causing this.

    Thank you. And yes I have a Logitech mouse. I rebooted in Safe Mode and it didnt do it very much, pretty much barely. Not im back in normal boot and it hasent done it yet, very strange, and yeah I was analyzing all the processes, ill check the logitech one.

    Speaking of Logitech, I noticed with Windows Defender, that there is a Logitech program on my computer that is network connected, and I have no idea what for lol.

    Probably contacts logitech and checks for updates. I never install the logitech software.
