HI,i had the same problem and it was causing my comp to run slow.
Try pressing "ctrl+alt+del" and go to processes. There you will see all the active programs. All the way to the end is "system Idle Process" and his CPU is most likely gonna be at 00,which is not good. Look for the program that is draining CPU and disable it. System Idle Process should jump to 99 and your comp. wont run slow any more,if u noticed it was slow in the 1st place that is.

    Guys,
I had this same issue on my laptop. I searched a lot in google and every website I looked at, said the same thing about "popnot.exe". I did a scan of my entire disk for this program and could not find it. It was yesterday that I found that it is not "popnot.exe", it is REALPLAYER, which is causing the trouble. The exe name is realsched.exe. This is available in Program files\Common\Real. To avoid this error, start msconfig and remove realsched.exe from startup. It fixed my issue.
    Thanks,
    Juwin.
