Ntuser.dat

I am trying to modify ntuser.dat located at "C:\Documents and Settings\Default User\NTUSER.dat"

I load the hive, make the changes that I want (just 3 for this case)

Unload the hive

but when I create a new user and log in, the settings are not changed for that user's HKCU, as though it's not pulling the hive from the default user.
I go back and check the settings and they are what I set them too.
I've tried changing permissions as well, but no luck.

I do know that I can copy the user profile to the default user and it will work but I am not wanting to do this.

Anyone have any suggestions, am I doing something wrong?

Using XP Professional and testing all with Administrator accounts.
