Always the way that Microsoft Softwares will cross at some point, was many months ago during the Win7 test that I was chatting to a dept manager over ideas for Win8 in a certain area of the OS, so not a new thing as that article was from 21st April.

You would not be asking Intel or AMD, Ati or Nvidia to hold back after the release of a major new release?

Because of the product development timescale there will always be some new technology that cannot be added to a current build thus it gets pushed back to next build, also ideas that the TechBeta testers offer in DCR's may just be one a specific dev team (as the Windows teams are all split into various depts, Networking, Kernel, Paint, Fonts, Drivers, WMC, etc etc) finds a great idea, as not all the good ideas will come from inside Microsoft.

IE9 will be internal testing, beta due sometime this year
Windows Security Essentials (replacememnt for OneCare) is in test
Office 2010 is in Preview version (actully works damn well even in this early forum GUI needs work but best of all its native x64), soon to go beta
