Recently I have been trying to run a Minecraft Server, without luck. I then realised the port needed (25565) was closed, despite the fact I had "opened" it in Windows Firewall, Exceptions tab so on, even forwarded it (no idea what this is, just read on Minepedia that this helps) using PortForward and still it remains closed for my IP. Help?

I have been looking around the various corners of the internet, and found I should go to 192.168.1.1, my router webpage, but its seems to be down. So I'll have to wait a while before I can hopefully fix this.
