OU9SOUND.dll problem

Hi, Norton found a trojan in the file ou9sound.dll and can not remove it. I have found guides on how to get rid of the trojan through downloading programs, however since the virus stops internet access; I'm wondering how to go about fixing this problem? In case you're wondering, I'm using my laptop at the moment; the problem is with the desktop computer. Is there away to get the trojan to stop blocking the internet access so I can download the needed software to remove it?
