I successfully removed the annoying OuterInfo advertisements by going to the OuterInfo site:
    http://www.outerinfo.com/howto.html
and downloading and running the OiUninstaller.exe in Safe Mode.
Note: The OiUninstaller will only work when used in Safe Mode. I tried the suggestions made in this forum but this was the easiest and only fix that worked.
If anyone is still struggling with this problem and this program works, please let me know. It seems like the simplest first step to try before getting involved with the more complicated time consuming solutions.

Using fixes created by the people who designed the malware to begin with can often lead to bigger problems. While this may have worked for you, doing this can be extremely dangerous. No valid software should require that you have an active online connection to uninstall the software. If they do, they are not trust worthy and they are also stupid for assuming a PC will have a connection available. We just use manual steps to remove this. The manual steps are run after running the READ & RUN ME sticky which is required so that we can find all the junk that this malware may have installed on your PC. Most of the time, you will find that this is not the only thing that got installed.
