Outlook 2003 cannot import diddly....

outlook 2003 pro on Windows 7 64-bit. Outlook Express 6 with all my treasures on the E: drive of the same. Go to Import 'wizard' [ha!] and select Outlook Express, "import messages and addresses", browse to the folder with all the addresses and all the mail folders, and Outlook does FAIL!
Message "Outlook could not open the mail folder. Please close applications accessing ...."

I have found no solution to this. would any of you have one up your sleeve?
exporting to .csv and trying an import also fails. the data needs converting. if there is a shareware widget for rearranging the data fields, maybe I could force that to work.

hmm... that does make a little sense, given the intractability of the other way.
but I messed with ownership permissions & such on old drive. will be interesting to see if it will boot coherently
