I am not able to open Outlook 2003 in standard or safe mode; Windows XP OS. I get the following message "Microsoft Office Outlook has encountered a problem and needs to close." I then get a message stating that Outlook failed to start last time and asks if I would like to start in safe mode. I get the first message again. If I try again I get the following message, "Outlook failed to launch in safe mode. Would you like to start 'Detect and Repair'? I click yes and get the Windows Installer box with the progress meter at the bottom. After several minutes the installation crashes.

I read the other threads regarding this and found scanpst.exe and repaired both my outlook.pst and archive.pst files. Did not work.

    Can you offer advise please?

Sorry for the bump, but I just noticed that Internet Explorer also will not open. I get a notice from Google Chrome asking if I want to save the destination page. If I click no Explorer closes. If I click yes, Explorer closes and the page is opened in Chrome.

I uninstalled Chrome but the problem persists.

    Hi

What Service Pack is your XP and Office 2003 at? as not having the latest Service Packs can cause issues when using beta software in which Google Chrome is.

Try double checking the locations HERE for reminents of Chrome and remove, then run CCleaner and its cleaner and registry tools, run the registry one until nothing is listed for removal, then boot into Windows XP Safe Mode (F8 at boot) and see if you can open Outlook, reason for asking this is that Chrome may have a COM Addin still listed in Outlooks Add-ins that maybe causing the problem, and to resolve it you'll need to remove its entry from Outlook and the way to do that is HERE

If you go into Event Viewer, found in Control Panel > Adminstrative Tools > Event Viewer and look in the Applications list for the crash entry for Outlook and copy the crash data to your next post as the faulting file is what will tell us whats causing this issue.

    Alternate steps are to:

Copy your PST to a safe location, then do the below....

Uninstall Office and run CCleaner and its cleaner and registry tools, run the registry one until no items are listed for removal, then re-install Office.

    Hi Halo,

Thanks for your reply and advice.

I have XP Svc Pack 3 and I don't know how to check the Outlok version without being able to open it.

In running CCleaner the following to entries keep coming up under the registry cleaner:

    InProcServer32\c:\Program Files\Norton Security Suite\Engine\4.0.0.12RScan.dll
    IBackup LocationsShellFolderImpl - {00020424-0000-0000-C000-000000000046}

I have run it at lease 10 times with the same result.

Outlook will not start in safe mode either.

Is there a way to find the COM Addin without opening Outlook?

In Event Viewer I get the following Application Event:
Type: Error Source: Microsoft Office 11 Category: None Event: 2001 User: N/A

I would like to hold off re-installing since my disc needs to be located.

I have also found that sending E-mail through other applications, such as Quickbooks and our hosted CRM, produces the Chrome save as pop up and then fails. Program help menus are doing the same thing.

    Hi

Try disabling the Norton Office plugin to see if that is blocking outlook, steps are HERE or even disable Norton completly to test its not causing your issues,

Also do you have any other security applications installed? if so what are they?

Check Add/Remove for Google Chrome Frame and uninstall it if found.

Ah not good on not starting in safe mode, pity! the only other way I can think of to disable the add-ins is a bit drastic but would work, it involves editing the registry, the route I would take is below

click Start > Run and type regedit and hit enter
navigate to this location HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins and then on the addins folder right click it and choose export (this is to make a backup of it, so we can replace it if this idea doesnt work) and save it to somewhere safe on your PC.

then as in my image below you see the folders highlighted in blue, these are the addins, open each of the folders up and you should see in the right hand window a registry key called LoadBehavior double click this and change its value data to 0 (which is disconnected) but do make a note of the original value figure so you can add it back if this doesnt work.

As a reference point this is my addins for Outlook 2010 highlighted in blue
