Outlook Express only sends upon computer Re-Start (then eventually fails again): Why?

I can't get Outlook Express (6, on a PC) to send emails in my Outbox. I have to restart the computer, then I can successfully send the emails. But moments later, I again can no longer send new emails.

Any help on this one?

It's obviously very annoying.

Under Tools -> Options -> Send tab, is "Send messages immediately" checked?

 

No, it's unchecked. Always has been, and never had this problem before today.

 

Okay, so I checked "Send mail immediately" and it suddenly let me send everything out. But, just as suddenly, it won't let me send anything. I tried unclicked "Send mail immediately" and no luck, then tried re-clicking that and still no luck.

Something is weird. Still anxious for help on this - thanks!

 

Okay, here's a remarkable update to this situation:

If I'm signed on to AOL (via their software, Version 9.0 Security Edition), I CANNOT send email via Outlook Express.

But when I sign off AOL, I CAN send my email - but then my Internet Explorer (version 6.0.2900.xxxx) does NOT work. I get a "Cannot connect to server" message.

Now I'm really baffled. What's going on???
