Outlook send/receive errors

I am running Outlook 2007 on Vista. All my e-mails have disappeared from the inbox and sent folders, my contacts are gone, and my appointments are gone from my calendar. I ran the inbox repair tool, but I am getting several send/receive errors, like:

'Personal Folders - Sending and Receiving' reported error (0x8007000E) : 'Out of memory or system resources. Close some windows or programs and try again.

OK, I've read the article and here are the results:

Method 2: I can't do this because there are no e-mails in my inbox.
Method 3: I've already done this several times and the same error keeps coming up.

Method 1: I can't make fixmapi.exe run. Nothing happens when I click on it or when I right click and select "Open". When I right clicked and selected "Run as administrator", the user account control box popped up, I gave it permission to continue, then the box closed and nothing else happened. I turned off user account control and now when I try to run as administrator, nothing happens.

 

OK, I've got my e-mail messages back in my inbox - Outlook was set for the wrong pst file. I've been able to move all the e-mails to another folder, so it doesn't look like there are any damaged messages.

Still can't get fixmapi.exe to run.
