PAB Sharing HELP!!!!!

I am in charge of a satilite org within a very large organization. I just upgraded to Exchange 2000. The corporate &%$#% will not let me set an ABV in the location, so my users have to search through a few thousand people to get the addresses they need.

My Question: If I create a PAB for outlook to attach too on a server, is there anyway to have all the users point to this location as their PAB????

If not, can anybody suggest a way around this???
