pc control centre virus or con

dell laptop cant get passed the opening of the system pc control panel opens telling me i have loads of infections and to get rid i must by a licence cant get rid of it if i try to close it down it states i do not have the right im lost any help thanks i would do a reinstall of windows but cant get the disc to be seen when booting up just goes to the control centre page sorry hope ive explained it right thanks again for any help

See if you can run the guide below be that in normal mode or safe mode (F8 at boot)

You'll probably have to run the scans initially in safe mode, that ususally works for me.
