Ok, Im going to explain this as clearly as I can... Here goes...

A friend asked me to look at her pc, so Im not clear what she was doing when the problem started.

    1. When I hit the start button the Dell splash screen shows but there are goofy characters across the top of the screen that should not be there.
    2. The next window pops up that says something like this... (not exact words)
"Windows did not load properly... How would you like to start Windows...
    1. Safe Mode
    2. Safe Mode w/networking
    etc...
    5. Last good start up. "
    3. No matter the choice... The pc goes back to the Dell splash screen and starts the process over again.

I slaved the hdd on another pc and the hdd is NOT corrupted. It boots just fine as a master in the other tower as well. Can someone please tell me what might be the cause of this.

Thank you for the reply, but Ive fixed the problem.

Turned out to be software after all. :/ The path to the master boot record had been changed.

huh sounds funny ... I would ... reset BIOS defaults in the hope it was that ... if its not, try a different IDE/SATA port for starters.

Better computers (such as the Dell) come with comprehensive hardware diagnostics on hard drive, on a CD, and on their web site. Long before putting hardware to risk by moving things, first execute those diagnostics.

I forget whether option to load diagnostics is pressing F8 or F5 key repeatedly when power is first applied. Or simply install the CD-Rom and power on. Long before changing anything, first learn what you have. That is why better computer manufacturers provide these diagnostics - for free.

Other computer manufacturers also have diagnostics. But cannot be bothered to provide them.

Windows CD also has diagnostics for repairing Windows. Once hardware integrity is known good, then Windows CD can be used to repair the installation or rebuild a corrupted master boot record. Again, fixing things without removing or disconnecting anything.

jdthomas, you need to start your own thread.
In the new thread, state the brand and model of computer and what OS you are running.
List exactly what happens when you power it up (sounds, lights, screen display or lack of any or all).
