That depends on what PDF files you want to produce. Also, do you want a free or commercial program?
I have been using the free PDFCreator since 2006. The standout feature is the ability to combine files of different formats from different programs into a single PDF file.

Example: You can combine a Word Document with a Excel Spreadsheet, with a Notepad Textfile, with a Picture.

MS Office 2007 and higher can save any docx as a pdf. (I have this installed on one computer and use it from time to time).

On the computers that don't have it, I installed a program called dopdf http://www.dopdf.com/ (I use the free version). It adds "printer". You simply select that "printer" tell it where you want the file - it doesn't actually print it - and you have the pdf from a doc, docx, and wpd (WordPerfect document file).
