    To create PDFs? There are many free programs that will do that. To edit PDFs? Not really.

    You need to be a little more clear on what you are looking for. pdf is a type of file. It's not a software. There is software out there that is used to create pdf files, or edit pdf files, or read them...or all of those.

    You want the pdf to download a file? huh?

    Or you want to download a pdf file and be able to read it?
