Perl/CGI email form question

    I have a "contact us" form on my site it uses Perl/CGI script. I want to know how do I block one type of email address from sending.. like say I want to block everyone that has the extention @hotmail.com from sending a message?

    yesturday someone sent harrasing emails from our own address because right now anyone can just put any email address , i want to make it where people cant use our email address in the form.

    any help would be greatly apprciated! thanks!
