Photo Editing and Designing Software (?)

Good Morning (and Happy Easter!)
I've used MS Digital Image Suite for years.. had great results and a nice comfort level
Now I have Win7 and new 'puter. I need new software to be able to edit, "fix", etc photos as well as create different projects. (Previously, I've made calendars, signs, cards, invites, announcements, etc. with DIS and it always did what I needed/wanted as far as effects, importing, etc. - plus there were templates that were pretty useful!)

Can any one of you most-talented and smart folks recommend software to replace my oh-so-comfortable DIS? I was looking at Photoshop Elements 8, but don't know if that's going to create projects, etc. I really didn't see that as a feature when I visited their site.

I use Microsoft Expression. It is a wonderful application suite. It has a photo manipulation program, a website design program, and a silverlight design program(silverlight is like Flash, except by microsoft)
