Photo editing help

A buddy of mine is looking for some kind of photo editing program to mess with his pictures. (duh) anyway I was trying to find something free that he could use since were both recently layed off. What he wants to do is take a picture of his camero and see different colors on it and graphics. I really don't think there is a free program like that but I'd thought I ask here to see.

I'm not really into photo anything other than copying onto a disk. Will this let him do anyhting close to as I described? Like changing colors of his car in a picture?Or add graphics to it?

I'm a longtime user of Jasc's Paint Shop Pro myself

 

I prefer PhotoFiltre. It's a simple interface but has a lot of options and many plug-ins.
