photo editing software

I am looking for a program where I can crop a small part of a pic and expand it so it will be clear. I guess like they use on those CSI shows. Can anyone give me some names to look into?

Yes I have installed FastStone on my computer Ver.2.12]
I have viewed it , yet however not ventured to use same??
